RAND Corporation
Nonprofit research organization that develops policy solutions, often via federally-funded research and development centers (FFRDCs). The National Defense Research Institute (NDRI) — sponsored by the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Navy, Marine Corps, defense agencies, and the defense Intelligence Community — produces classified and unclassified work on intelligence tradecraft, including the 2016 SAT evaluation report.
RAND is referenced extensively in the SAT literature: it has done work with U.S. Marine Corps Intelligence on tactical analytic techniques (28 structured models / approaches), runs ongoing surveys of analytic tradecraft, and is one of the few non-IC organizations producing public-facing research on the empirical effectiveness of SATs.
