Senior Political Scientist at RAND Corporation. Spent nearly 24 years at CIA, chiefly as an analyst. Co-editor of Analyzing Intelligence (2nd ed., Georgetown University Press, 2014) with Roger Z. George — a major academic reference on intelligence analysis. Has taught graduate courses on intelligence at Georgetown University for over 21 years. Co-author of the 2016 RAND report on SAT evaluation.
